The CGIAR Research Program on Water, Land and Ecosystems (WLE) invites Expressions of Interest (EOIs) from partners to carry out research for development projects that will contribute to its demand driven research agenda in the Ganges River Basin.

WLE Ganges Focal Region Program seeks to improve food security, nutrition and livelihoods of smallholder farmers and the rural poor in three Ganges Basin landscapes, i.e. the mountains, plains and delta. WLE has five mutually-supportive objectives that support achieving this goal:
- Productivity – enhancing the productivity of degraded rainfed and irrigated agricultural landscapes by strengthening ecosystem services that support sustainable agricultural intensification.
- Sustainability – supporting activities that increase food and livelihood security by creating resilient socio-ecological systems that secure the provision of ecosystem services over long time frames.
- Efficiency – increasing resource recovery and reuse to ensure that solid and liquid waste from rural towns and villages are recycled and used efficiently.
- Equity – identifying opportunities for women, youth, and people from disadvantaged castes and ethnic groups to gain access to water, land and other natural resources for productive purposes in a way that increases their food security, livelihoods, nutritional status and ensures sustainability.
- Governance and institutions – supporting the development of effective, inclusive and equitable decision-making, partnerships and institutions, and the capacities of actors to manage and address the complex problems across the water, land, energy and environmental nexus.
The four intervention areas to be addressed by this Call are as follows: the Highlands, the Plains, the Delta, and Cross-cutting basin issues.
The WLE program perceives gender and generational inequity to be fundamental issues that must be reversed in the Ganges region. Therefore, through this Call, WLE is strongly encouraging EOIs that offer in-depth analyses of the barriers to achieving gender and generational equity; analyses of existing programs that are working to achieve gender and generational equity in order to identify approaches that could be scaled up and out; and based on these analyses, offer proposals for new and innovative approaches to achieving gender and generational equity that are based on a clear understanding of the context and could be pilot tested in the future.
Projects will last for no more than two years, starting in January 2015 and ending December 2016.
To submit an expression of interest, all interested parties must first read the guidelines and rules that govern all submissions. Please read the EOI Guidelines carefully. Failure to follow the guidelines could result in a disqualified bid.
Successful EOIs will be invited to proceed to full proposal, which will also be reviewed.Successful proponents will need to be prepared to attend a proposal-writing workshop from November 10-14, 2014 in Kathmandu (five days).
