Alex Mulisa

Alex Mulisa has been at the forefront in the design and operationalization of the ground breaking national fund for environment and Climate Change, FONERWA increasingly known as “Rwanda’s Green Fund”. The fund has attracted significant interest, both nationally and internationally; basing on the pace and extent to which resources have been mobilized and put to work through support to a wide range of organizations and institutions. These have included private sector, national and international NGO and central and decentralized public institutions.

The resources mobilization have involved high-level technical and policy engagements with global climate finance facilities such as Green Climate Fund (GCF), Adaptation Fund (AF), Climate Investment Funds (CIFs) under World Bank as well as other technical facilities including Global Green Growth Institute (GGGI), Climate Knowledge Network (CDKN) and Center for International Development and Training (CIDT).

Previously, Alex Mulisa provided overall coordination for the mainstreaming of climate change compatible measures and approaches across other Government programmes. This has relied heavily on conducting successful advocacy for integration of environmental sustainability through informal and formal engagements of sectors, development partners, civil society and private sectors such as sector working groups and other Sector Wide Approach (SWAp) relevant forums. Through such initiatives and engagements, Alex supported consultations and provided strategic and technical advisory that significantly informed the development of the National Climate Change and Low Carbon Development (NCCLCD) Strategy that has evolved into the “Rwanda Green Growth and Climate Resilience strategy” which serves as a critical pillar for Rwanda’s sustainable development pathway.
