Mapping the legal and policy landscapes for investments in Africa

On the global scale, the new development and climate agenda holds potential to change investment incentives towards sustainability.

Building on studies carried out by CIFOR and IDLO over the last three years, this session discusses ways and means of development, strengthening and scaling-up of investments in sustainable landscapes. An important element of this is identifying key domestic and international trade and investment standards, and analyzing strengths and weaknesses of innovative regulatory and governance measures.

Through expert presentations and open dialogue, the session will uncover how regional and local governance can enable and condition investment flows in landscapes, identifying potential provisions and complementary measures for inclusion in international investment agreements (IIAs) and in the mandates of investment promotion authorities at different levels.

The views of law experts and policy makers will be contrasted with experiences of institutional investors active in Africa.

Speakers will draw on evidence from Mozambique, Tanzania, Zambia and comparable investigations in the DRC, as a basis for a lively Q&A session with members of the audience who will, in turn, enrich the discussion by sharing additional experiences.

Key questions addressed:

  1. What are the most significant obstacles to sustainable landscapes investments in key African countries, and what is the role of law and policy reform to overcome them?
  2. How can Investment Promotion Authorities and other national institutions in Africa promote more sustainable forestry and landscapes investments?
  3. How to establish enabling conditions for sustainable landscapes in national and international law and policy regimes related to investment, including international investment agreements?
